Tusiime Kenneth

Tusiime Kenneth is a versatile professional with a multifaceted background as a software engineer, ecological design educator, social innovator, tech entrepreneur, and climate action advocate. With over four years of experience in first-principle innovation, community building, and problem-centric entrepreneurship, Kenneth is adept at constructing startups and communities aimed at addressing real-world challenges.
He co-founded Founders Lounge Uganda, which rapidly became the largest community of startup founders in Uganda, growing from just two members to over 1,000 in just 11 months. Through his motivational talk, “Turning Students into Fundamental Creators of Their Success,” Kenneth has inspired over 5,000 students across various institutions. Additionally, he has made significant environmental contributions, having planted more than 5,000 trees through Protectyl, a climate tech social enterprise he co-founded in 2022.
Kenneth’s efforts have earned him the Social Impact Award in 2021, and a nomination for Uganda’s Top 40 Under 40. His achievements and contributions have been featured in leading national newspapers, including NewVision and Daily Monitor.
Currently, Kenneth works at Celluna and serves as a Partnerships Officer at the WEF Global Shapers Community Kampala Hub. He also co-chairs the Catalyst 2030 Uganda Chapter and is an inaugural fellow at Climate Vine as well as a member of the AI Future Lab.

Software Developer

Samuel Mugisha

Samuel Mugisha is a seasoned software developer and social tech entrepreneur with over 13 years of experience in Uganda’s startup ecosystem. He has been instrumental as a startup founder and as the lead of an innovation hub at a local university.
Currently, Samuel heads the Software Incubation and Innovations Hub at Mbarara University of Science and Technology. He is also the CEO and co-founder of Streamline Health Tech, a company dedicated to developing software solutions for hospitals, patients, communities, and governments.
Samuel holds a master’s degree in Advanced Computer Science from the University of Manchester, UK, and an MBA from the University of Nicosia, Cyprus.

Advocate and an Associate

Judith Kagere

Judith Kagere is an Advocate and Associate at AF Mpanga Advocates, specializing in the Intellectual Property and Technology, Media & Telecommunications (IP & TMT) Practice Group.
With five years of experience in IP & TMT, Judith has managed a diverse portfolio of transactions. Her expertise includes advising on legislation for tech companies, e-commerce, consumer protection, certifications, and data protection. She also conducts training sessions for compliance in IP and data protection.
Judith holds an LL.B from Makerere University, Kampala, an LL.M in Corporate & Commercial Law from the University of Dundee, United Kingdom, and a Post Graduate Diploma in Legal Practice from the Law Development Centre. Additionally, she has completed specialized training with the World Academy in General Intellectual Property, covering the intersections between IP, trade, and public health, particularly in medical innovations. Her training also encompasses arbitration and mediation under WIPO rules, software licensing, open-source code, and IP related to traditional knowledge and cultural expressions.

Policy Analyst and Monitoring and Evaluation

Mathias Mulumba

Mathias is a seasoned Economist, Policy Analyst, and Monitoring and Evaluation (M&E) specialist. He holds a Master of Development Evaluation and Management from the University of Antwerp, Belgium, as well as a Master of Arts in Economic Policy and Planning and a Bachelor of Arts in Economics from Makerere University, Kampala, Uganda.

Mathias began his professional journey as a researcher with a management and development consulting firm, contributing to numerous large-scale research and analytical studies for various public and private sector agencies across East Africa. He then served as a Global Health Corps (GHC) fellow, placed with Management Sciences for Health as an M&E Associate, where he supported ministries and districts in institutionalizing the use of data for policy assessments, planning, and decision-making. Subsequently, he held M&E Officer roles at ActionAid International Uganda and the Ministry of Gender, Labour and Social Development in Uganda.

Mathias joined the World Intellectual Property Organization (WIPO), a United Nations specialized agency that serves the world’s innovators and creators. At WIPO, he coordinated projects and engaged with various stakeholders on interventions to spur innovation and creativity, fostering robust innovation ecosystems in Africa, Asia, and the Pacific.

Before joining the Y4P Innovation Fellowship, Mathias coordinated M&E activities for an Australian Department of Foreign Affairs and Trade (DFAT)-funded project, implemented by the International Telecommunication Union (ITU) Regional Office for Asia and the Pacific. This project aimed to enhance policy frameworks for Artificial Intelligence in Indonesia, Malaysia, the Philippines, and Thailand.

In 2017, Mathias was awarded a USD 15,000 grant from D-Prize to pilot a social enterprise focused on eradicating clubfoot in Uganda, highlighting his commitment to innovative poverty alleviation initiatives.

Advocate

Janice Celine N

Janice is an advocate of the High Court of Uganda, specializing in Intellectual Property (IP) and technology law. She is currently an associate at KTA Advocates, working with the Firm’s Technology, Media, Telecommunications and IP Practice Group.

Beyond her legal practice, Janice is passionate about policy. She serves as the lead coordinator of the KTA Annual Symposium on Intellectual Property and Digital Inclusion. This event, hosted by KTA Advocates, explores how Uganda can harness IP and technology through policy and regulation to achieve the Sustainable Development Goals. 

Lawyer

Aaron Kaleeba

Aaron Joel Kaleeba is a Ugandan-trained lawyer currently working at Uganda’s largest financial holding company. His professional interests span law, finance, entrepreneurship, and innovation.

Aaron is the founder of Khulani Capital, a not-for-profit entity that provides corporate advisory support to startups. He has also worked as a teaching assistant at the International University of East Africa, where he taught banking, contract law, and the law of business associations.
Dedicated to thought leadership, Aaron is the author of various opinion pieces available at www.aaronkaleeba.com. He also curated a handbook on the legal and policy framework for climate finance in Uganda.

Head of Growth at Truesoil

Emmanuel Akandwanaho

Emmanuel Akandwanaho is the Head of Growth at Truesoil and holds a degree in Land Economics from Makerere University. With a passion for digital innovation and entrepreneurship, Emmanuel previously worked with Hindsight Ventures as the Partnerships and Community Lead, supporting the development of African startups.

Emmanuel aspires to become an innovation consultant, dedicated to assisting entrepreneurs, ecosystem enablers, and government initiatives in bridging gaps and fostering a more robust startup environment.

Lawyer

Donald Maasa

Donald Maasa is a lawyer, founder, and tech enthusiast. He is the Co-founder and Team Lead at Founders Lounge Uganda, the largest community of startup founders in Uganda. Additionally, he serves as a member of the Uganda Startup Policy Technical Working Group, under the Ministry of Trade, Industry & Cooperatives, which oversees the development of the National Startup Policy and Startup Act.

Donald is also the Co-Founder and CEO of Legit Innovations Limited (LegIT), a legal-tech platform that enables startups and small enterprises to generate legal documents online. Previously, he served as a Legal Associate at Amber Solicitors and Advocates, a corporate and commercial law firm in Uganda.

He holds a Bachelor of Laws degree from Makerere University and a Diploma in Legal Practice from the Law Development Centre. Donald is passionate about technology, innovation, and entrepreneurship.

Who should Apply

  • Must be residents in Uganda (nationality not required)

  • Demonstrated interest in policy and innovation.

  • Suitable candidates may come from; Entrepreneurship, law, journalism, policy, technology, economics, engineering, business

Program Structure

  • Duration: 5 Months

  • Modules and Workshops: Structured training and interactive sessions

  • Mentorship: Bi-weekly check-ins with experienced mentors

  • Deliverables: Research and submission of a high-quality policy paper

Graduation Criteria

To graduate, fellows must;

  • Attend atleast 80% of the module days

  • Participate in at least 8 out of 12 mentorship sessions

  • Submit a final policy paper approved by KAS

Explore Diverse Policy Topics

Fellows can choose different topics including;

  • Defining startups in Uganda,

  • Analyzing taxation impacts,

  • Transforming universities into innovation hubs, and more.

  • Evaluating policy to attract venture capital, angel investments in Uganda and so much more

Fellows are encouraged to focus on specific issues within these areas to create impactful policy papers.​
